What is a LEMA?

A Local Enhanced Management Area, or LEMA, is a tool that empowers local leaders to address local groundwater concerns. A Groundwater Management District (GMD) has the authority to recommend a LEMA to the chief engineer.

By law, two public hearings will be held so that the chief engineer can ensure a LEMA is needed and is in the public interest.
